i was trying to find out why there is so few cruises from vancouver or
around to san franscisco or los angeles ?

The Coastal cruises are basically "repositioning" ones. Ones included when
a ship prepares for the "Alaska season" from the Caribbean. And vice
versa. Sailing up the Pacific Coast is generally not as profitable/exotic
as either Alaska/Caribbean.

There are a couple reasons why there are fewer west coast cruises. U.S.
Law prohibits passenger vessels flagged in another country from traveling
between two ports in the United States without visiting a foreign port.
Other laws restrict what ships can be flagged in the United States, too.
There are also fewer port options from the west coast than from Florida.
Hawaii is a five day cruise from California, and you are pretty much
restricted to Puerto Villarta, Mazatlan and Cabo San Lucas if you want a
cruise that is one week long.

The Jones Act, and other related acts require that US flagged vessels be
built in the US, have US citizens as bridge officers, be at least 75% crewed
by Americans, and comply with all US labor laws. Most of these laws were
put in place to protect the US shipbuilding industry, which no longer
exists, except for the Navy.

If I'm not mistaken, the Jones Act has to do with commercial vessels.
The Passenger Ship Act deals with cruise ships.
