It was known as "Little Paris" in the _1920's_, long before Ceaucescu
got to it. The name referred to its tree-lined boulevards, late 19th
century architecture, and the interest in fashion and the arts held by
the Romanian upper class of that time.

It's one of Europe's fastest growing cities economically, along with
Warsaw, and the Bucharest you saw will probably be unrecognizable in
ten years. There are efforts underway to get rid of a lot of the
Stalinist crap and restore the historic city center.
