I'm not clear about the above webpage.

Does it mean that I can check two 62" bags, each of which weights less
than 50lb, without paying any extra fee?

It says "customers may bring one personal item". (Carry-On Baggage)

Does it mean I can't carry a backpack, a laptop and a 45" bag?
Otherwise, I have to pay fees. Is it correct? Thank you!

Yes

Yes, a laptop case or small backpack would count as one personal item.
