Default ?? about car rental

I'm booked for the Carnival GLory in April . We're flying into Orlando on
MOnday before we leave for the cruise on Sat. Here's my question: I noticed
the "airport access fee" associated with the Hertz rental if I check the
airline info on the website. Is this just a loop hole/hidden charge...?
What's to keep me from flying in and renting w/o it?

It's not but $10 bucks but .... I cant figure why they'd assess this fee
since it seems that most of the rental car biz would be associated with the
airlines.
