ETA only target Spanish officials, IIRC they currently have a
ceasefire of sorts. They did once let of some small things on a beach
and nothing is certain but I would assess the risk as close to zero.

Americand didnt go to enemy occupied war zones in WW2 unless as
soldiers, now anywhere can be a terror target, your risks as a
traveller are mostly from car accidents or muggings.....
