It's Brugge or Bruges - not both!

If you've never been to Europe before, have general interests, and are
traveling in the spring, summer, or fall:

London, Paris, Provence, the Swiss Alps, Venice, Tuscany, and Rome.

II would add one night from Paris to Saint Malo - Mont Saint Michel.

http://www.saint-malo-tourisme.com/index.jsp?lang=en

You could add many other places some Scottland -Edinburgh-, Eire
-Killarny-, some scandinavia, some Germany -Muenchen Wolfenbuettel,
Rhein thal-, some Spain -Santiago de Compostela Caceres-, Portugal
-Lisbon-, Prag, Romania -painted monasteries-

Too many possibilities, you will have to be selective
Four weeks is quite a long time just visiting. Maybe after 15 or 18 days
you will be fed up packing, unpacking, taking train, visiting,
restaurant, etc. You could make a week long break with a different
activity : Beach resort, golf, waterway cruise -france, Eire-, moutain
hiking, Thalassotherapy, music festival, country dances course, cooking
lessons, oenology.

for 4 weeks vacation what should an ideal trip include?

This question is vague and ambiguous. Do you prefer palaces? Art
museums? Lakes with no buildings, but with lots of clean air? Bars
and discos that are full of action until the sun rises? Fine cuisine? Or
considering that you have not responded to any replies, are you only
interested in starting a flame war?

There are huge numbers of other rewarding destinations in Europe. I
just wanted to give the most general itinerary that:

-was doable in 4 weeks
-includes places that were close enough that you could go from one to
another in a reasonable time without flying
-included many of the greatest highlights of Europe.

I could just as easily add any of the following in place of some of
those: the Greek Islands, Andalucia, Edinburgh, Barcelona, Florence,
Vienna, Berlin, Prague, Amsterdam, or St. Petersburg.

Gee... I'd be happy wandering around Norway for a month.

With a massive budget, though. I'd agree otherwise!

We took the Cosmos EUROPEAN MASTERPIECE tour last year. It was the
best thing we have ever done! Even if you don't line bus tours, you
can look up their web site and see the places they visit.

We are leaving this Thursday for a 17 day trip to Germany. We want to
see Germany in more detail then we saw last year.

Bill
