Default Airplane ticket problem

I have been planing a trip to Turkey in company of a foreign national.
He is a legal resident here but does not yet have a green card. He has
a special travel document from the INS for this trip. Unfortunately,
the INS misspelled his name on the document. He has mailed all his
documents to the INS for correction but has received no reply.

We have non-refundable airplane tickets with departure scheduled for
about ten days from now. It looks like it would be a major risk for him
to leave the country without the papers completely in order.

I would welcome any suggestions about ways to reach the INS or ways to
minimize our losses.

What is his exact status? "Legal residenct" is not specific enough.

What is the "special travel document"? A refugee travel document?

Did he mail the original refugee travel document back, so he does not have
it in his possession now? If the misspelling is an obvious error by USCIS,
and there is no question that he is the person indicated in the document,
then he can use the document to travel.

Call your senator's and congressperson's offices. If you're lucky, they'll
have a liason person to assist with urgent INS matters -- this is the kind
of thing that they can help with.

He entered the country with refugee status. Nothing has happened to
change that status.

I am not sure of the exact name. It is a document similar to a passport
but issues by the INS. It is good for one year only and cannot be
renewed.

Unfortunately,
the INS misspelled his name on the document. He has mailed all his
documents to the INS for correction but has received no reply.

Yes, all of the original documents were mailed to the INS and nothing
remains in his possession. His name is very clear although
"unmistakable" would allways be a matter of opinion. His surname is
correct. His given name is misspelled by a couple letters.

Thanks for any responses
