It appears that the TSA is only in an advisory capacity on maritime
matters ...

Care to tell us which government agency has primary security
responsibility for cruise travel?

No I didn't, but I did check what the current cruise line regulations
were. Also since the change in TSA regulations I have cruised and been
able to carry onto the ship all the normal stuff including liquids,
gels etc.

Wrong! TSA regs do not apply to your luggage when driving to a port and
boarding a ship.
Just been there..done that.

I'd imagine the Coast Guard ...
At the New York piers parking lot ... the Coast Guard sets the rules
where people can walk after parking... as you approach the pier from
the water you see Coast Guard warning signs ...

The US Coast Guard does. You will not see TSA agents at the cruise
terminals. You can carry on anything that will fit in what is considered a
carry-on bag with the exception of firearms or other weapons, check any
diving knife in your luggage BTW, or illegal drugs or substances. They also
do not want you to be carrying on booze.

drove to the pier for our aug. 25th sailing and had most of our
toiletries in our carry on bag. Same rules on this stuff as ususal.

Since it all ends up in your cabin, having any sort of rules banning
this and that in your carry-on but not in your checked would be
completely senseless. Not that that will stop a determined security
droid when they get rolling. These are the people that won't allow
gel inserts in your shoes but will pass a woman with a gel breast
prosthetic weighing possibly several piounds that could very easily be
full of boom stuff. If you're willing to die for your cause, I'll bet
they can find someone willing to have a mastectomy as well in order to
bring explosives on board a plane.

I find the whole metal detector trip extremely silly since even if
they carefully and thoroughly x-ray each and every checked bag and
I'll wager they don't, it's simply not that hard to get naughty stuff
past any security short of El-Al. TSA consistently misses 25 to 25
per cent of test objects and I doubt the cruise line inspectors are of
even that lofty calibre.

And with current technology, it should not be hard to make a firearm
with no metal in it at all since for this sort of use it would not
have to last for many rounds....wouldn't surprise me if CIA black box
types have such weapons at their disposal. Modern ceramic technology
can do some impressive things but I'll bet you could get buy with
fibreglas and carbonf ibre windings for a chamber and barrel.

I have three ceramic knives. Take the pommel off them and there's no
metal left. Tape it to the inside of the left thigh along with a
piece of kielbasa and you'll get by security regardless of how hard
they work.
