The two cheapest airports to get to from a major city centre that I know of are Istanbul and Edinburgh. Istanbul has a more convenient and comfortable service with the metro, but it doesn't run 24 hours and you can get stuck with using taxis. Edinburgh's has a night bus service. Toronto also has night buses to the airport, at regular TTC fares, if you need to get there outside normal flying hours. (A single ride is $3 Canadian, transfers included; passes and multi-ride fares are accepted but not sold on buses.) Dave Hatunen: New York calls itself "The City That Never Sleeps" and you can access JFK 24/7 by the subway/AirTrain route. But as to LaGuardia, fuggedaboudit. But the AirTrain is a separate fare and higher than the subway.
