why expand Stansted when they could expand Southend ???

does anyone have a decent answer ???

Apparently there is not enough space at each end of the runway to meet new
health and safety regulations.

To create enough space would mean shortening the runway, which would mean
that many planes could not land there.

Alternatively they could demolish a local church and graveyard, but I
imagine the protests would be huge!
