Cruises - Passports ?!?!
I am a newly naturalized US Citizen and applied for my US Passport
last week. I don't expect an air trip outside of the Western Hemisphere any time soon. However, I was thinking about a cruise and was wondering if anyone has insight into what documentation is required by the cruiseline when leaving and CBP when arriving back in the US. Would the above requirements be similar to travel by land to Canada? I am a Canadian Citizen as well and I have that passport in my possession. Is driver's licence and a copy of my pending application receipt (which I am still waiting for) sufficient to cross to Canada as well as to sail to the Caribbean as it is to fly? Any thoughts would be helpful! |

In the meantime, I recommend you take a look at past threads on this topic, right here on rec.travel.cruises. There have been several, over the last week or two - including threads that explain the latest requirements for cruise travel, which have been modified recently, because of the backlog of passport applications currently in house. You say that you still hold a Canadian passport. Any reason you can't travel on that? I don't know the ins and outs of dual citizenship, but if you still have a current Canadian passport, do you really need the U.S. one to travel out of the country? Lee |

Lee The rule is if you are a Dual Citizen between Canada and the USA you have to declare you US citizenship when entering the USA and your Canadian Citizenship when entering Canada UNLESS you have given up one. When entering the USA and being a USA citizen if you do not declare that you are a US citizen then you are subject to a immediate $500 fine. I have triple citizenship (don't ask) and 2 of them are Canada and the USA. I have leaned the rules the hard way so to speak. Also note the Passport Rule for January 1 2008 has now been relaxed till July 1 2008 as of today because of the backlog. We sent our passports in for renewal and do not have acceptable birth certificates. I know I can get new birth certificates from vitalcheck.com, but that is going to be $20.50/person. Those of us who are cruising should also be allowed to use the receipt of pending application just like those who are flying. sue |

I suspect this is a situation that the braintrust in Washington never thought of. Perhaps you should complain to your congressperson and see if they can get something changed. They're not going to realize that there is a problem until they hear about it. Bill |

Canada seems to be a bit more stringent on this requirement if you are entering Canada to live, work, study, or anything else that a non- Canadian citizen cannot normally do. Plus, Canada doesn't seem to have a problem with a dual Canadian travelling to Canada with a non- Canadian passport as long as he can also present proof of his Canadian citizenship along with it, such as a certificate of Canadian citizenship. The US, on the other hand, always wants a US citizen to show a US passport, and not a foreign passport. |

I think we will get our passports back in time, but if the time gets too close without them, then I will be in touch with our TA and the crusise line. sue |

Is driver's licence and a copy of my pending application receipt
(which I am still waiting for) sufficient to cross to Canada as well as to sail to the Caribbean as it is to fly? You can only use a receipt of pending application to fly to the Caribbean. You can't use it to sail. Of course, you don't need a passport to sail, yet. The passport requirement is only in effect for AIR travel. People sailing to the Caribbean can still enter the US using their birth certificates with a photo ID, or a naturalization certificate. So, for people who have not yet applied for a passport, or who have applied for a renewal passport (where they don't have to send in proof of citizenship), they don't have to worry. The people who may have a problem are those who have applied for their first passport, and who do not have proof of citizenship in their possession because it was submitted with their application. |
