Default Manchester votes for congestion charge.

Following up to The Reid wrote:

So you still drive into the centre of London despite the charge.

sorry, doorbell.

sometimes I still drive in, sometimes I go elsewhere. Sometimes I go
at weekends. I understand a lot of business has switched from the West
End Dept stores to places like Bluewater.

I don't see the connection. No one other than the rich tend to _drive_
to the west end to shop.
