I would assume he went to the airport, showed his ticket, and
boarded the plane.

The story is evolving by the minute, but right now the idiot is claiming the CDC
only suggested he not travel - not that they banned him from travel. That didn't
occur until he was already over in Europe.

It's not clear that he could be banned from travel, legally.

Nonsense. Everyone knows you can't stop people from crossing the border
illegally. It makes no difference, in a few years there will be yet
another amnesty, not counting the one currently being discussed.

As a US citizen, he is bound by US law regardless of where he happens to be.
Depending on when the CDC had issued the mandatory quarantine order (they hadn't
when he left, but had when he was in Italy), he should have turned himself into
the Italian medical authorities and waited for the CDC to arrange transport.

Morally, he has the ethics of a slug and should never have left the country in
the first place. But then he is a trial lawyer. Or was. Can't imagine the family
business will be all that great from here forward.

legality, constitutionally speaking. But what, exactly, is the
