The last time I saw someone do that, with an item that had been rejected
for carry-on by security, the ticket agent pulled out a cardboard box,
taped the item inside the box, and put the passenger's name and address
etc on the outside.

No minimum size. They would most likley put your hypothetical deck of
cards in a thick plastic bag and send it on it's way.
