Default China: Using foreign ATM cards (ShenZhen and Guilin) ?

In article , says...
Is possible and easy to withdraw local currency RMB using a foreign ATM card
in ShenZhen or Guilin in China?

Are there any special charges or is it just as easy as in say Thailand?

Almost as easy as in Thailand, because not all ATMs accept foreign
cards.
